Romans 9 looks like it proves God arbitrarily picks winners and losers. But that is not what Paul is actually arguing.

Esau traded his birthright for a bowl of stew and bread (Genesis 25). He despised the things of God. Jacob had tons of issues, but he valued them deeply. Their priorities affected their destinies.

God responded to what was already in each of their hearts.
